CNN —Palestinian factions, some of whom have been at odds for almost two decades, are meeting in Moscow to discuss forming a new government just days after the Palestinian Authority government resigned. Hamas, which is fighting a war with Israel in Gaza that has killed more than 30,000 people in the enclave, is attending the talks, according to Russian media. Analysts say that Hamas joining the PLO would be a significant development, given that it could potentially unify the Palestinian factions and create a consensus cabinet. Despite the PLO’s recognition of Israel, Hamas joining the bloc wouldn’t mean that it would automatically acknowledge it, he added. Moscow had offered to mediate between Hamas and Israel soon after the war started, touting its ties to all regional stakeholders.

The United States Treasury Department announced a new round of sanctions targeting Hamas' fundraising network Friday, the department's second attempt to block Hamas' money supply since the Oct. 7 terrorist attacks that killed 1,400 Israelis and saw another 200 Israelis taken hostage. Speaking from Doha, he said Treasury officials have stepped up their efforts to stop the money flow to Hamas in recent days. "While Hamas itself has been under sanctions for decades, we must go after new, emerging shell companies, middlemen, and facilitators," he said. "If they do not act to prevent illicit financial flows, the United States and our partners will." The charity, "serves as a recruiting tool for terrorist activities," Treasury said in its sanctions announcement.

CNN —When Hamas militants broke through the Gaza fence in this month’s unprecedented attack on Israel, the kibbutz of Mefalsim – less than two miles from the border – was on the front lines. That precision, local Israeli security personnel say, was no accident: The fighters seemed to have known exactly where they were headed. CNN has reviewed documents that Israeli officials say were Hamas attack plans, which suggest that the group collected remarkably granular detail on its targets. Two local Israeli security personnel told CNN they independently saw photos of the plan, and it closely matched the Hamas fighters’ tactics during the attack. But like in Mefalsim, Hamas did not successfully attack Sa’ad – no one died, according to the first responders group.
